PHLEGM v9 r74 — FPS/RT Decimal-Point Alignment Correction

FPS and RT numeric values now line up at the DECIMAL POINT, not their
last digits. FPS has two fractional digits; RT has one fractional digit
followed by %. The percent symbol takes the place of FPS's second
fractional character; it does not affect the shared decimal column.

Examples:
FPS 59.95 FS 0
RT 100.0% FD 30

FPS 22.51 FS 0
RT 37.5% FD 38
^ The dot on both lines is column 7 (zero-based).

FS and FD labels begin at exactly the same horizontal column and their
values remain right-aligned in three-character fields.

The display uses the existing native CHR glyph rendering at 3x scale,
without changing emulation timing, frame calculations, color, opacity,
GPU rendering, or performance measurement. The two 19-glyph lines are
468 pixels wide including margins, under the existing 512-pixel limit.

Validation:
node tests/Frame-Deficit-Overlay-r63.Tests.js
node tests/Overlay-Column-Alignment-r73.Tests.js
node tests/Overlay-Decimal-Alignment-r74.Tests.js

Native FreeBASIC compilation was not run in this environment.
